There can be multiple reasons for this issue. Two of the most frequent ones are:
1) No internet connection during the installation
2) A Windows update is waiting in the background

There are two possible solutions on how to solve this issue depending on the reason why it occurred:

a) Check the Internet access during the installation of the Microsoft SQL Server instance:
Please check if you have an existing connection to the Internet while running the installation of the Microsoft SQL Server instance. This can be done in the Control Panel of your PC (Control Panel -> Network and Internet -> Network and Sharing Center).

b) Download and install the SQL Server manually:
You can either use the database engine installation file included in the ADOxx Download package or alternatively download the database engine installation file directly from the Microsoft website. For further information please have a look at the Non-Latin Database Instance Installation Guide.
